The program, which was approved by RAW's former chief Samant Goel, was aimed at targeting perceived threats from Sikh activists but was ultimately thwarted by U.S. authorities.
Yadav’s identity and affiliation, previously undisclosed, provide concrete evidence that the assassination plan was orchestrated from within the Indian spy service. The investigation, led by the CIA, FBI, and other agencies, has also implicated higher-ranking RAW officials, including Goel, as part of a wider conspiracy that potentially extends to Prime Minister Modi’s inner circle.
According to U.S. intelligence assessments, the operation targeting Sikh activist Gurpatwant Singh Pannun was approved by Samant Goel during his tenure as RAW chief. Former senior Indian security officials corroborate this account, stating that Goel was under immense pressure to eliminate perceived Sikh threats overseas.
While there is no smoking gun proof, U.S. spy agencies tentatively suggest that Modi’s national security adviser, Ajit Doval, was likely aware of RAW’s plans to target Sikh activists. However, officials stress that conclusive evidence linking Doval directly to the operation has yet to emerge.
